Overview

Program review is one of Shanghai Jiao Tong University’s approaches to maintain high quality, competitive, and well managed academic programs. We consider each review a rare opportunity for the university to run a full examination of the program, to evaluate its opportunities and challenges, and to foresee its future. Such a review process allows the university to pursue exciting new paths of inquiry and discovery, while also sustaining excellence in each scholarly area.

 

Program review is a serial of constructive and holistic exercises. Under normal circumstances, reviews cover most if not all the main activities of the program, including strategic direction, planning and quality assurance, learning and teaching, research and research training, innovation, knowledge transfer, external engagement activities and individual performance. Fundamental goals of program review are as follows:

l Monitoring quality of educational and research activities to ensure adherence to the University’s Quality Manual

l Searching out disparity between our program and world-class ones

l Targeting key issues hampering further development and working out recommendations and suggestion

l Improving overall Program performance

l Optimizing the reputation of the University and the Program

 

Program review assesses core activities including academic performance, learning & teaching and professional service in an institutional context, which means the communication, coordination, and management practices of the program would be evaluated. Reviews may focus on a program, a department, a collection of institutes or centers. Reviews may also be undertaken of a discipline or cross-disciplinary area.

 

The emphasis of program review is on forward planning, informed by analysis of recent data trends, with programs identifying through the self-assessment and necessary steps to maintain excellence and also to correct deficiencies. It is not expected that the program under review will address issues in the course of the review, but rather will make plans to do so in a timely fashion following the review.

 

Reflecting the nature of developmental evaluation, the review processes are integrated with both the program’s strategic plans and its organizational culture. Both the strategic plans at the university level and the program level will be adopted to set up the review criteria and content. This approach will provide insightful information for the review panel of peer experts to understand the program’s mission and its development rationales in the SJTU context and from the program’s perspective. The review panels conduct evaluation based on the criteria, evidence and data provided by the program. Accordingly, the review results will indicate whether the program is achieving its potential and whether its missions and performances are aligned to the university’s vision.

 

A program review usually involves an internal review and an external review, and the latter is composed of by an off-site review and an on-site review. Review preparation reflects a joined-up approach ‘behind the scenes’ so that substantial program resources are not required and panel members are presented with a single institutional perspective on the program. The peer experts will give a professional evaluation of the program’s performance based on sufficient evidence and data.

 

The review employs international recognized evaluation methods and standards, which are also widely applied by world-class universities and institutes. The external panel members are also prestigious experts in related academic fields and industries. Different indexes will be employed in evaluation of different programs. For example, the evaluation of science programs will focus on representative research achievements and influences in terms of publications, thesis quality and other items. The evaluation of engineering programs will emphasize research achievements in terms of application, knowledge transfer, commercialization and external engagement activities.
